If you have an "absconding" (taghayyub) report registered under the old system (before the current work-absence initiative launched), you're not stuck without a solution — the Procedural Guide provides a defined path to transfer to a new employer without needing the consent of the employer who originally filed the report.

📜 From Section 4 of the Procedural Guide

"A procedure that enables a worker with an existing absconding report predating the launch of the work-absence initiative to transfer their services to a new employer, without the previous employer's consent, by submitting a request from the new employer through the Qiwa platform." Conditions: your status must be "absent from work," the absconding report date must predate the initiative's launch, and the transfer request may not be repeated more than twice.

💰 A step you cannot skip: paying the overdue fees

The new employer receives a notice of the total overdue expatriate-levy fees owed on you, and must agree to pay them before the request to lift the absconding report is sent to the linked government systems. In other words: the success of your transfer depends on the new employer's willingness to cover these overdue fees on your behalf.

⏱️ The response window: 15 days

Per the same section: if the National Information Center does not respond to complete the transfer within 15 days, or rejects the request, the absconding report is re-filed against the worker and the transfer request submitted by the new employer is canceled. There is no intermediate notice to you during this period — stay in continuous contact with your new employer to confirm the request is progressing.
